On October 28th, 2020, Agenda Item 865 was brought forth at Portland City Council which was led by Commissioner Jo Ann Hardesty and Co Sponsored by Commissioner Chloe Eudaly. Brandon Farley, a Protest Videographer in downtown Portland, spoke out against this agenda item, claiming that more funding needs to be invested towards properly training PPB and also the Body Worn Cameras Pilot Program would help with Accountability. Brandon Farley was shot with a kinetic munition (rubber bullet) in June and spoke briefly about the experience.
