In order to completely understand what is happening you must watch the entire video. No fast forward as else you will not understand what really happened on that 13th of February 2017.
Much of the audio was scrambled to make it unintelligible. Words were chopped up into smaller pieces, replicated and put back into the audio file such that the audio pieces overlap each other.
By increasing speed and pitch (50+ times) of the scrambled audio the words sound like if someone fires a machine gun and at these high speeds words turn into background noise and scatter.
