A 2018 executive order gives Trump the ability to impose martial law

No, a 2018 executive order doesn't allow Trump to unilaterally impose martial law
• According to six scholars of constitutional law and presidential power, a 2018 executive order gives the president the ability to impose economic sanctions on foreign entities who interfere in a U.S. election. It does not give the president the ability to impose martial law.
• Under the Constitution, the president can’t unilaterally impose martial law.
Social media users are voicing a theory that President Donald Trump planned to invoke a 2018 executive order to impose martial law by Friday, Dec. 18.
"Martial law or something very similar is going to happen, likely before this Friday, that’s what the experts are saying," says conservative television host Zach Drew in a Facebook video. "I’m talking about John Ratcliffe, the Director of National Intelligence, invoking a 2018 Executive Order."
As he speaks, text from the "Executive Order on Imposing Certain Sanctions in the Event of Foreign Interference in a U.S. Election" flashes on screen.
These claims echo extreme calls by Trump supporters for the president to impose martial law in light of unproven allegations that voter fraud swung the election to Joe Biden.
There are varying definitions of martial law, and many of the purveyors of this particular theory don’t specify what form they expect it to take. However, their descriptions seem to reflect martial law at its most extreme: the suspension of civil authority and military control of civilian functions such as the courts.
PolitiFact spoke to six scholars of constitutional law and presidential power and asked them whether the executive order allows Trump to declare martial law.
They were unanimous: It doesn’t.
From RIVER OF TRUTH: “Yeah dumbass, no one is saying martial law is going to be instated. You dumb cucks in the legacy media use framing techniques to appear to be correct. Everyone who believes your bullshit are morons. Welcome to 1984 and the five minute hate. That's your articles. GFY.”

Director of National Intelligence John Ratcliffe confirmed that there was foreign interference in the 2020 election, according to CBS correspondent Catherine Herridge.
“Well DNI Ratcliffe leads the 17 intelligence agencies and he has access to the most highly classified information that is held by the US government. And he told CBS News that there was foreign interference by China, Iran, and Russia in November of this year and he is anticipating a public report on those findings in January,” Herridge said on Dec. 3.
Ratcliffe’s office did not immediately respond to The Epoch Times’ request for confirmation of the report.
Ratcliffe’s statement contradicts others made by national security officials.

Christopher Krebs, the recently-fired top cybersecurity official during the presidential election, testified before the Senate’s Homeland Security and Governmental Affairs Committee on Wednesday.
“While elections are sometimes messy, this was a secure election,” Krebs said.
On a Nov. 27 “60 minutes” interview, Krebs was asked what he thought of the Trump legal team’s allegations that votes were tabulated in foreign countries and were manipulated.
