The status of "Hero City" is a late WW2 tradition that can be traced back to 1945, when the Soviet Union first awarded its most strategically important cities, such as Leningrad, Odessa, and Stalingrad the title.

In 2022, Ukrainian President Zelensky decided to revive this tradition in an attempt to draw a historical similarity to German invasion of the Soviet Union with the Russian invasion of Ukraine.
