The Battle of the Nile / Sailor's Cravat
The first tune is only referring to the Battle of the Nile in 1798, since it was composed originally entitled as “The Naval Pillar” in support of a proposed memorial column of that name to have been erected in London to commemorate Lord Nelson’s victory over the French. The melody was claimed to be Irish or at least Irish in character.
The second part is called The Sailor's Cravat. It is a traditional Irish reel.
