This video is clipped from PBS' Peg and Cat, in the video they are teaching kids superficially about greater than and less than but subversively they are also implying that when you vote, you "vote for stuff" and that who ever promises you the most stuff should get your vote. To add insult to injury they also toss in a little total power at the end. Watch and be horrified
