Vladimir Putin’s speech on 30 September 2022 on the formal annexation of southeastern Ukraine with English subtitles. Russia now considers the four territories in southeastern Ukraine as part of the Russian Federation and will, according to Putin, use ‘all means’ at their disposal to defend them. Putin also mentioned that the US had set a ‘precedent’ for the use of nuclear weapons. “There are four new regions of Russia,” President Vladimir Putin says in a lengthy speech declaring the annexation of Ukrainian lands at a Kremlin ceremony. Putin says the residents in the four annexed regions will now be Russia’s “citizens forever”. The Russian president also argued it was the “integral right” of people in Donetsk, Luhansk, Kherson and Zaporizhia to join Russia, citing the United Nations charter and its affirmation of the right to self-determination. Vladimir Putin signed “accession treaties" to illegally annex occupied Ukrainian territory in a sharp escalation of his war - before taking centre stage in Moscow's Red Square. At an organised concert in Russia's capital, the Russian president was joined by other Russian leaders who all sang the national anthem before addressing crowds. "Russia does not only open the door to our brothers and sisters but it also opens its heart to them. Welcome home," Putin said. He made use of his short speech to double down on previous claims made by him to justify the invasion of Ukraine. Vladimir Putin, the Russian President, called for peace talks with Kyiv as he announced the formal annexation of four Ukrainian regions on Friday. Speaking to hundreds of Russia’s top politicians in the Kremlin’s lavish St George's Hall, Putin said voters in the referendums had made “an unequivocal choice” to join the Russian Federation. “We suggest returning to the talks but we’re not going to discuss the choice that people there have made, and Russia is not going to betray it,” he said. Kyiv and the West have dismissed the votes in Donetsk, Luhansk, Zaporizhzhia and Kherson as a sham, but Putin said those living in the four regions “are becoming our citizens for good”.
