Pg 42: Simpson and Steele strategized to launder the Trump dossier to the FBI through their contacts at the State Department (such as Victoria Nuland, as we will see in a moment) and the DOJ (through Bruce Ohr). But the meeting with Gaeta in Rome also shows that Simpson and Steele were keen to establish a relationship with Gaeta as Steele’s FBI “handler.” Gaeta played
a peripheral but important role in the Simpson-Steele plan to legitimate
their unverified dossier.
Pg 43: Well versed in the bureaucratic machinations of Washington, Simpson
and Steele must have known that Gaeta (FBI) was required to get
Nuland’s permission (State Department) to attend the Rome meeting.
Sworn in as assistant secretary of state for European and Eurasian affairs
on September 18, 2013, Nuland had a history of working closely with
Secretary of State Kerry. Nuland gave Gaeta permission, familiar and comfortable with Steele because of the many Steele reports she had previously read.
Pg 44: These documents show how Jonathan Winer,
the State Department’s special envoy for Libya, also played a key role in
facilitating Steele’s access to top State Department o1cials, as well as to
prominent business executives.
