Congress bypassed the Constitution and arranged it so it will look like they vote against it and will still go through when Obama vetos their unconstitutional bill. The Republican leadership conspires with Obama to shred the Constitution. The passed a bill that gives them 60 days to examine the bill instead of following the constitutional process. If they vote "no," Obama can veto. Instead of Obama needing a 2/3 vote in the Senate to approve the treaty, as the Constitution requires, Congress will need a 2/3 vote in both houses to stop it. Obama would never be able to pass this treaty, if they went by the Constitution.
