Many have not looked into how HR 748 was introduced and what it was at first more than a year ago. While it passed almost unanimously in both the House and Senate, that was because it sought to correct some things with the Internal Revenue Service. However, once Congress got a hold of it in March of 2020, it became something far more lethal to the people of the US. It sort of reminds you of the Affordable Care Act.
